Fissile Materials Working Group


Currently, there is no standardized international system for countries to report what radioactive materials they have, how much they have, and where they are stored. These materials pose an international threat to humanity not only because of their inherent danger, but also because, in light of growing terrorist threats, they need to be properly accounted for and guarded. This working group is compiling a "shadow report" of international fissile material holdings. Many governments are increasingly recognizing the need for an international inventory of these dangerous materials, yet others have said that it would be too difficult to compile.

The Model Nuclear Inventory offers a comprehensive, standardized set of guidelines by which States can report on their nuclear holdings, both military and civilian.

This database of information is a work in progress. All information contained within has been collected from publicly available sources. We have included information about all Nuclear Weapon States and 44 States listed by the International Atomic Energy Agency as having nuclear power reactors and/or research reactors (with the exception of India, Pakistan, and Israel as non-NPT States Parties).

In addition to tracking the nuclear materials in these countries, the Model Nuclear Inventory also examines the five Nuclear Weapon States' compliance with the 13 Steps, as outlined in the 2000 Review Conference Final Document. Step 12 of that practical plan also called for “regular reporting” on Article VI obligations. Model Nuclear Inventory therefore offers a comprehensive set of guidelines to serve as a model by which NPT States Parties can report on Article VI progress and the 1996 International Court of Justice’s Advisory Opinion on the use and threat of use of nuclear weapons.
